"Sebaik-baik pemimpin kamu, adalah orang
yang kamu cintai, mereka pun mencintai kamu. Kamu mendoakan mereka,
mereka pun mendoakan kamu. Dan seburuk-buruk pemimpin kamu, adalah orang
yang kamu benci dan mereka pun membenci kamu. Kamu melaknat mereka, dan
mereka pun melaknat kamu.” (HR Muslim dalam Shahih Muslim, III/1481; Al-Baehaqi, Sunan Al-Kubra, VIII.158)
Inilah gambaran sifat pemimpin politik yang
menjalankan kepemimpinan politiknya dengan betul, sehinggalah melahirkan
kecintaan rakyat kepada mereka. Bila, mereka disebut sebagai pemimpin
politik yang dicintai rakyat, dan sebaliknya, bilakah pula mereka
dibenci oleh rakyat? Hadits di atas telah memberikan gambaran yang cukup
jelas. Iaitu, ketika pemimpin politik tersebut melakukan fungsi politik
yang dibawanya dengan baik. Ia dicintai rakyat, kerana ia mencintai
mereka. Ia dido’akan rakyat, kerana ia mendo’akan mereka. Dan bilakah
pula, ini semua terjadi?. Iaitu, ketika ia sebagai pemimpin politik
telah memberikan seluruh hak rakyat. Ia menjalankan kewajiban sebagai
pemimpin dengan adil, tidak menindas, atau bertindak zalim. Melayani
semua lapisan rakyat dengan sama, tanpa dibeza-bezakan. Cintanya kepada
rakyat timbul dari rasa tanggungjawabnya yang tinggi kepada mereka.
Kerana takut ianya tidak boleh mempertanggungjawabkan hisab atas
tanggungjawab rakyatnya di hadapan Allah SWT.
“Sungguh aku ingin menghadap Allah SWT. dan tidak
seseorang pun yang menuntut (haknya) kepadaku, kerana kezaliman (nescaya
akan aku penuhi). Maka, sesiapa sahaja yang hartanya pernah aku ambil
(dengan cara zalim), inilah hartaku, ambilah. Dan sesiapa sahaja yang
belakangnya pernah aku rotan (dengan cara zalim), ini belakangku,
balaslah.” ungkapan baginda Nabi suatu ketika. Dan ketika ada seorang
wanita mencuri, kerana wanita itu merupakan wanita bangsawan, muncul
tuntutan sekelompok orang supaya hukumannya digugurkan agar tidak
menjatuhkan kewibawaannya. Dengan marah Nabi menjawab: “(Jangankan
wanita ini) kalau sahaja Fatimah binti Muhammad mencuri, tentulah aku
akan memotong tangannya.” (HR Imam Ahmad, Muslim dan An-Nasa’i).
Bukan hanya terhadap orang Islam baginda berlaku
adil, malah terhadap orang non-Islam pun baginda berlaku sama. Pernah
baginda membunuh orang Islam kerana orang Islam itu telah membunuh orang
Yahudi yang menjadi rakyat negara Islam, ahli ad-dzimmah, yang darah,
harta dan kehormatannya baginda jaga. Kata baginda: “Sayalah orang yang
paling berhak menunaikan dzimmah (jaminan) seseorang.” Dalam riwayat
yang lain, baginda mengatakan: “Sesiapa sahaja yang membunuh satu jiwa
yang terikat dengan perjanjian, dimana ia memperolehi jaminan Allah dan
Rasul-Nya, maka orang itu telah membatalkan jaminan Allah. Dan dia tidak
akan mencium bau syurga.”
Jaminan inilah yang diberikan oleh baginda
Rasulullah saw. kepada seluruh rakyat tanpa memandang bangsa, agama dan
lain-lain. Disinilah, konsep kepemimpinan politik baginda ditanamkan:
“Pemimpin yang menjadi pemimpin manusia adalah seumpama pengembala, yang
merupakan satu-satunya orang yang bertanggungjawab terhadap
gembalanya.” (HR Muslim, Abu Dawud, At-Turmidzi dari Ibnu Umar) kata
baginda suatu ketika, sebagaimana yang diriwayatkan oleh Imam Muslim.
“Imam itu adalah perisai, yang akan menjadi pelindung bagi orang yang
ada di belakangnya. Orang akan berperang dibawah komandernya.” (HR
Muslim dari Al-A’raj) ungkap beliau dalam kesempatan yang lain.
Inilah kerangka utama pemikiran politik baginda
Rasulullah saw. Pemimpin adalah pengembala, sehingga dia tidak akan
menjadikan ‘gembalanya’ sebagai mangsa iaitu rakyat yang dipimpinnya.
Tidak akan memakan hak-hak rakyat atau memerah rakyat seperti lembu
perahan. Membiarkan rakyat kelaparan, tidak adil dalam mengasaskan
konsep pembangunan yang hanya mengutamakan orang-orang kaya, sanak
kerabat dan kroninya, sedangkan rakyat secara am dibiarkan menderita.
Mereka selalunya menyalahkan rakyat, dan bukannya merasa bersalah serta
wajib bertanggungjawab atas kesalahan yang dilakukan oleh rakyatnya.
Inilah pemimpin yang menjadi perisai.
Imej inilah yang dimiliki oleh pemimpin yang
dididik oleh pendidikan baginda yang mulia. Abu Bakar, ketika diangkat
menjadi khalifah masih bekerja seperti biasa sebagai pedagang, kemudian
dilarang oleh Umar kerana boleh mengganggu tugas beliau sebagai
khalifah. Beliau tidak mendapatkan gaji dari negara, namun diberi
saguhati oleh negara sesuai dengan keperluan yang beliau perlukan.
Ketika, beliau mendapati jumlah saguhati yang diberikan kepada isterinya
masih boleh dijimatkan dan dibelikan baju oleh isterinya untuk
keperluan beliau, beliau mengatakan: “Kalau demikian, saguhati saya
harus dikurangi. Kerana ini pun sudah berlebihan” Betapa wara-nya sikap
Abu Bakar, sahabat dan mertua Nabi yang mulia itu. Bahkan, sebelum
beliau wafat, beliau membuat wasiat agar seekor keledai, dua buah
tempayan air dan sehelai baju dinas (baju rasmi khalifah) dikembalikan
kepada negara, kerana itu bukan hak beliau. Sehingga Umar terharu
melihatnya: “Inilah yang menyulitkan (memberatkan) khalifah-khalifah
berikutnya. Kerana tidak ada yang mampu seperti beliau.”
Umar bin Khattab pun demikian. Ketika beliau
didesak oleh rakyatnya agar mengangkat putera beliau, Abdullah bin Umar,
sebagai penggantinya beliau murka dan mengusir mereka. “Semoga engkau
dibinasakan oleh Allah. Demi Allah, saya tidak menginginkannya.
Celakalah kau.…Tidak, saya tidak akan mewariskan urusan kamu kepada
keluarga saya. Saya tidak mengharapkan pujian dengan menyerahkan urusan
ini kepada salah seorang di antara anggota keluarga saya. Sekiranya ada
kebaikan, kita semua boleh merasakan dari salah seorang diantara
keluarga kami, dan sekiranya ada keburukan, cukuplah salah seorang
diantara keluarga Umar yang dihisab kerana urusan umat Muhammad ini.
Sungguh saya telah mencurahkan diri saya, dan mengharamkan keluarga
saya. Sekiranya saya berjaya hingga akhir, tanpa salah dan cela pun
rasanya senang dan bahagia.” kata Umar ketika itu (Nidzam Al-Hukmi Fi
Al-Islam, An-Nabhani, hal. 102). Dan apabila beliau memilih seseorang
untuk menjadi pegawainya, maka ketakwaan dan jaminan yang diberikan oleh
Rasul terhadap orang itulah (iaitu kualiti peribadi orang tersebut)
yang menjadi kriteria (ciri kelayakan) orang itu untuk dilantik serta
ciri itulah yang akan menjadi dorongan beliau untuk memilih orang
tersebut sebagai pegawainya. Beliau mengungkapkan alasan mengapa memilih
enam orang untuk bermesyuarat dalam memilih salah seorang di antara
mereka menjadi khalifah? Jawab beliau: “Mereka itu adalah ahli syurga.”
ungkap beliau ketika menunjukan Ali, Utsman bin Affan, Sa’ad bin Abi
Waqqas, Abdurrahman bin Auf, Thalhah dan Zuber bin Al-Awwam (Nidzam
Al-Hukmi Fi Al-Islam, An-Nabhani, hal. 102). Beliau memilih bukan untuk
mempertahankan kepentingan peribadi beliau, keluarga beliau atau bahkan
perniagaan beliau.
Inilah sepintas-lalu wajah politik Islam yang agung
itu. Wajah politik yang menjunjung tinggi keadilan, kesamaan darjah,
menghormati maruah, harta dan nyawa manusia. Ketika itulah tamadun
manusia, masyarakat dan bangsa yang sebelumnya tidak dipertimbangkan dan
tidak pernah masuk dalam catatan sejarah, tiba-tiba menjadi sebutan
sejarawan di mana-mana. Tamadun yang sama sekali asing, baru dan
original (asli), sehingga digambarkan oleh baginda: “Islam ini nampak
asing, pada mulanya.” (H.r. Muslim). Betapa tidak, tamadun Barat yang
penguasa dan diktator itu telah menjadikan bangsa Eropah ketika itu
sebagai hamba manusia. Pemimpin dianggap dewa, sehingga tidak pernah
bersalah. Dibandingkan dengan Islam, sebagaimana doktrin Nabi: “Tidak
ada yang lebih mulia di antara kalian, kecuali takwanya.” Sehingga
baginda sendiri meminta cadangan/usulan dan selalu mengajak
sahabat-sahabat baginda bermesyuarat. Mesyuarat bagi baginda, adalah
wajib, manakala bagi umatnya yang lain hukumnya sunnah. Padahal, baginda
adalah Rasul yang ma’shum, yang tidak pernah melakukan kemaksiatan
(Al-Ihkam Fi Al-ushuli Al-Ahkam, Al-Amidi, I/130).
Itulah, mengapa Abu Bakar sewaktu diangkat menjadi
pemimpin, perkara mula-mula yang dikatakan di dalam khutbahnya adalah:
“Hai manusia, saya telah diberi kepemimpinan untuk memimpin kamu,
sedangkan saya bukanlah orang terbaik di antara kamu. Jika saya
melakukan kebaikan, bantulah. Dan jika saya melakukan keburukan,
luruskanlah saya. Kejujuran adalah amanah, sedangkan kedustaan adalah
khianat. Orang yang lemah menurut kamu, adalah bagi saya kuat sehingga
saya akan menunaikan haknya. Orang yang kuat menurut kamu, adalah bagi
saya lemah, sehingga saya akan ambil haknya.”. Inilah kata-kata beliau
yang mulia itu. Sikap takwa yang melahirkan amanah inilah yang juga
dimiliki oleh Umar: “Demi Allah, tidak ada satu urusan pun, yang kamu
miliki selain disampaikan kepadaku kemudian ditangani oleh yang lain,
selain aku.” (Nidzam Al-Hukmi Fi Al-Islam, An-Nabhani, hal. 97-100).
Inilah khalifah Rasul yang agung itu.
Pemimpin yang amanah dan tidak khianat. Inilah,
ibrah (pengajaran) dari mereka. Amanah, adalah sikap menunaikan hak-hak
dan kewajiban orang lain dengan baik. Tanpa sedikit pun merampas hak-hak
dan kewajiban yang sememangnya harus diberikan kepada yang berhak.
“Sesungguhnya Allah memerintahkan kamu agar menunaikan amanah itu kepada
yang orang yang berhak memperolehinya.” (TMQ An-Nisa’: 58). Inilah
doktrin politik Islam yang agung itu. Amanah yang lahir dari takwa,
iaitu rasa menjaga diri yang dimiliki manusia, terhadap melakukan atau
meninggalkan perbuatan yang mengakibatkan siksa neraka. Itulah takwa.
Pemimpin yang bertakwa inilah yang tidak akan sanggup melakukan
pengkhianatan kepada rakyatnya. Pemimpin yang khianat, sebagaimana
pemimpin Islam di negeri-negeri kaum muslimin, yang menjual kedaulatan
negaranya, kekayaan alamnya untuk dirampas orang lain, sedangkan
rakyatnya kelaparan. Contohnya Bangladesh, negara yang kapasiti
(keupayaan) makanannya cukup untuk keperluaan dalaman, namun tetap
mengimport beras dari luar negeri. Indonesia juga kaya raya, namun
rakyatnya miskin, kerana ketamakan pemimpinnya. Mereka tidak menunaikan
hak-hak dan kewajiban rakyatnya. Mereka memimpin kerana kepentingan
duniawi semata. Sikap politik yang rendah dalam sejarah tamadun manusia.
Dibandingkan dengan ajaran Nabi: “Ada tiga kelompok orang yang wajahnya
tidak akan dilihat oleh Allah, ….orang yang memilih dan mengangkat
pemimpin, namun hanya kerana keuntungan duniawi semata. Jika ia diberi
(apa yang diperlukannya), maka ia akan menunaikan janjinya. Jika ia
tidak memperolehinya, maka ia akan meninggalkannya.” (HR Bukhari dari
Abu Hurairah). Sabda baginda yang mulia ini, memberi isyarat akan
lahirnya konspirasi politik-ekonomi dalam politik manusia. Baginda sudah
meramalkan akan kemunculannya, namun baginda mengancamnya dengan
kemurkaan Allah kelak di akhirat kelak.
Pemimpin yang amanah inilah yang akan dicintai oleh
rakyatnya. Inilah imej kepemimpinan nubuwwah yang oleh Nabi disebut:
al-khilafata ‘ala minhaji an-nubuwwah, pewaris kepemimpinan politik Nabi
yang mengikuti panduan kenabian. Inilah sistem politik Islam yang agung
itu, iaitu sistem politik yang menguruskan urusan umat dengan
menerapkan syari’at Islam secara keseluruhan di dalam Islam dan luar
negeri. Betapa gemilangnya kejayaan Umar bin Abdul Aziz, dalam waktu
yang singkat iaitu antara 717-720 M. telah berjaya mengembalikan
kejayaan sistem politik Islam yang diselewengkan oleh Mu’awiyah. Beliau
juga telah berjaya membanteras kemiskinan, sehinggalah sukar dicari
orang miskin yang boleh diberi zakat. Menakjubkan, hanya dalam waktu dua
tahun sahaja. Padahal, sebelumnya, beliau menghadapi warisan konflik
politik, sosial dan ekonomi. Ternyata ketakwaan Umar bin Abdul Aziz-lah
yang mampu menegakkan kembali keadilan syari’at Islam yang sebelumnya
telah diselewengkan.
Memang, sejarah Islam telah dipenuhi dengan tiga
wajah kepemimpinan politik: al-khilafata ‘ala minhaji an-nubuwwah,
sebagaimana yang kita lihat dalam kekhilafahan Abu Bakar, Umar bin
Khattab, Utsman bin Affan, Ali bin Abi Thalib. Setelah itu, sejarah
dunia Islam mengalami pergeseran dari al-khilafata ‘ala minhaji
an-nubuwwah menjadi al-mulkan ‘adhudhan (kepemimpinan politik yang
diliputi penyimpangan), dimulai dari Mu’awiyah bin Abi Shafyan, Yazid
bin Mu’awiyah hingga seterusnya sampai runtuhnya Khilafah Islam, kecuali
dua tahun masa kepemimpinan Umar bin Abdul Aziz (717-720 M), keturunan
khalifah agung Umar bin Al-Khattab, yang disebut al-khilafata ‘ala
minhaji an-nubuwwah, oleh ahli sejarah Islam meski kemudian dibunuh oleh
sanak-saudaranya. Dan setelah hancurnya Khilafah Islam, sejak tahun
1924 sampai sekarang, kepemimpinan politik di dunia Islam diwarnai
dengan al-mulkan ‘jabariyan (kepemimpinan politik yang berkuasa dan
diktator).
Jika didalam catatan sejarah sistem politik Islam
yang agung ini hanyalah sesuatu yang uthopia (khayalan) namun, sejarah
(kecuali sirah Nabi dan sahabat) memang tidak boleh dijadikan sumber
hukum, bahawa sistem politik Islam yang agung itu hanyalah suatu yang
berbentuk uthopia. Tidak. Sebab, sejarah bukanlah nas syara’, seperti
Al-Quran atau As-Sunnah ataupun sirah Nabi. Disamping itu ia sangat
dipengaruhi oleh penulisnya. Itulah hakikat sejarah.
Oleh kerana itu, dunia kini telah kehilangan
sumbangan besar sistem politik Islam yang agung itu, kerana institusi
politik yang agung (khilafah Islam) itu telah dimusnahkan, oleh orang
kafir, Barat dan Timur, melalui Mustafa Kemal Attaturk. Seorang pejuang
kebangsaan Turki, keturunan Yahudi Dunamah (Selonika). Dunia memerlukan
keadilan, amanah, kesamaan darjah, pemeliharaan maruah, yang tidak boleh
diberikan oleh sistem politik ketika ini. Dunia memerlukan al-khilafata
‘ala minhaji an-nubuwwah. Semoga kita menjadi Generasi Khilafah yang
dijanjikan membawa kemenangan Islam.
