JAKARTA - Kejaksaan Agung dikabarkan akan memanggil
Menteri Komunikasi dan Informatika Tifatul Sembiring. Pemanggilan itu
untuk dimintai keterangan kasus dugaan pengadaan Mobil Pusat Layanan
Internet Kecamatan (MPLIK).
Partai Keadilan Sejahtera (PKS) sebagai asal Tifatul mengaku mendukung penegakkan hukum oleh aparat.
"PKS
meyakini Pak Tifatul akan juga mendukung penegakan hukum yang adil,
transparan dan independen," kata Juru Bicara PKS Mardani Ali Sera ketika
dihubungi Tribunnews.com, Minggu (4/8/2013).
Menurut Mardani, PKS
telah mengkaji program PLIK/MPLIK. Hasilnya, Mardani mengatakan program
tersebut sangat bermanfaat dan dibutuhkan masyarakat.
Sebelumnya, Direktur Penyidikan Kejaksaan Agung, Adi Toegarisman dikabarkan akan memanggil Tifatul.
"Kalau
pemanggilan itu, tergantung kebutuhan pembuktian. Jika ada pihak
tertentu yang perlu dilakukan pemeriksaan, kita harus lakukan itu," kata
Adi.
Adi menilai Menteri Tifatul akan kooperatif bila Kejaksaan
membutuhkan keterangannya dalam kasus ini. Namun, ia belum bisa
memastikan kapan pemeriksaan dilakukan.
Diketahui, Tifatul Sembiring
memastikan tidak ada praktik korupsi dalam program pusat layanan
internet kecamatan (PLIK) dan mobile pelayanan internet kecamatan
(MPLIK).
Tifatul pun menantang jika ada temuan korupsi sekecil apapun, dirinya siap dilaporkan ke aparat penegak hukum.
"Korupsi
di mananya? Kalau ada temuannya, laporkan saja ke aparat penegak
hukum," tukas Tifatul di kompleks Parlemen, Senin (18/3/2013).
Tifatul
menjelaskan bahwa program PLIK/MPLIK dibiayai melalui mekanisme
Universal Service Obligation (USO) dari tahun 2004-2010 sekitar Rp 3
triliun. Dari jumlah itu, kata Tifatul, pemerintah sudah mengeluarkan Rp
4,5 miliar di tahun 2011 dan Rp 99,9 miliar di tahun 2012.
Politisi
Partai Keadilan Sejahtera (PKS) ini mengatakan bahwa Badan Pemeriksa
Keuangan (BPK) dan Badan Pemeriksa Keuangan dan Pembangunan (BPKP) sudah
melakukan audit atas program ini.
Adapun PLIK/MPLIK merupakan
salah satu program Kemenkominfo dalam rangka pusat layanan internet
untuk masyarakat yang ditempatkan di kecamatan seluruh Indonesia.
Program ini bertujuan mendorong masyarakat "melek" informasi melalui
jaringan internet.
Pembiayaan program PLIK/MPLIK berasal dari dana
Universal Service Obligation (USO), yakni urunan 10 operator
telekomunikasi yang dialokasikan dalam Pendapatan Negara Bukan Pajak
(PNBP). Besaran setoran yakni 1,25 persen dari pendapatan kotor
tiap-tiap perusahaan operator telekomunikasi.
Dengan demikian,
total anggaran 2010-2014 untuk program PLIK/MPLIK mencapai sekitar Rp 3
triliun. Anggaran itu dibayarkan kepada enam pemenang tender proyek,
yakni PT Telkom, PT Multidana Rencana Prima, PT AJN Solusindo, WIN,
Lintas Arta, dan Radnet.
Para pemenang tender itu berkewajiban
menyediakan peralatan hingga melaksanakan program tersebut. Nantinya,
pemerintah akan membayar kepada para pemenang tender setelah kewajiban
pelaksanaan PLIK/MPLIK terpenuhi.
